We have recently been experiencing this in our neighborhood. My wife & I have been living in a townhome rental community for the past 3 years. For about the first 2.5 years things were awesome. It was quiet & all of the neighbors around us were very courteous. However, in the last 6 months or so the vibe has totally changed. New people have moved into the community with no regard for others personal space. Dogs off leashes contrary to community rules. To the point of where we had to call the police because we were being threatened by a neighbor who didn’t like that we asked him to keep his dog out of our yard. Loud music etc. It’s been really jarring because we have moved a lot over the past 20 years & wherever that has been whether it was a rental community or single family home we have always been good friends with our neighbors to the point of still being in contact with many of them. It seems like in the past few years our communities have mirrored the political discourse in this country. It is very sad. Luckily we have recently purchased a house & will be moving out very soon but that is no guarantee that our new community will be any better. But one can hope for the best.
Best wishes for your new place! It does seem like social norms have been ... um, changing, to put it charitably. There seems to be less consideration for others than I've ever seen. There are so many factors that could play into this, like the loss of community and increased isolation. But also, a certain faction has made it seem okay to be rude and inconsiderate, and they seem to have unleashed a desire that was hiding among a large group of people.

My neighborhood had something like this going before covid, though much less formal or organized. It's probably time to try this again.
